Rulebook
Read the rules before entering the server. Every member is responsible for understanding and following the current community policy.
Clips are extremely helpful when opening a Discord ticket or submitting a report. If possible, use recording software so staff can accurately review what happened.
Rules can be added, changed, or removed without advance warning. A previously approved action may become prohibited if it creates a problem.

Respect
Arguing in a disrespectful manner is prohibited.
Hate speech of any kind is prohibited, including discrimination based on gender, race or ethnicity, sexual orientation, beliefs, or similar characteristics.
Slandering members is prohibited.
Members must respect staff and administration actions or decisions. If you believe you were treated unfairly, do not argue with the staff member; submit a Rules/Policy Violation Report.
Concerns about another member’s behavior will not be discussed publicly. Staff may issue a private verbal warning, a written warning through Discord direct message, or a Disciplinary Citation.
Professionalism
Members must conduct themselves in a semi-professional manner, especially during events, including civilian business events.
A member’s conduct reflects on the entire community. Conduct that staff or administration determines reflects poorly on OFRP is prohibited.
Staff and administrators are held to a higher standard of professionalism in-game, in OFRP Discord servers, and in direct messages with community members.
Any server tag used by a member must be appropriate and connected to an appropriate server. An OFRP tag is not required, but inappropriate tags may result in administrative action up to removal from the community.
Discord Channels & Purposes
Important Information: #announcements is used by staff to share community news; #events announces training and roleplay events; #patrol-notifications shares patrol time and AOP. The server may still be played outside scheduled patrols. This area also includes server status, radio, and CAD information.
Members Hub: #general is for OFRP community conversation; #pictures is for OFRP in-game media; #commands is for bot commands, server bumps, and activity information; #random-photos-and-videos is for unrelated media. This area also contains roleplay ideas and peer-recognition channels.
IT Support: #suggestions is for community and script ideas. Related channels are available for bug reports, missing CAD charges or roads, and other technical support.
Abuse of Power
A role that grants special privileges must never be abused or misused, including trolling, bending rules for personal benefit, or using the role to avoid consequences.
The owners will investigate reported allegations of abuse by staff or administrators.
Distribution of Materials
Unauthorized distribution of OFRP server media, including server files and images, is prohibited.
Distributing or selling pornographic material, nudity, or partial nudity is prohibited.
Distributing images containing slanderous or embarrassing material involving another member is prohibited.
Distributing another member’s personal information without consent is prohibited.
Distributing links intended for a specific role is prohibited.
Staff & Administration
The OFRP staff and administration structure is divided into Moderators, Administrators, Department Directors, and the Board of Directors.
Moderators and administrators serve as role models and enforce community rules. Directors may appoint qualified staff members as deputy directors.
Directors are the highest-ranking roles in OFRP and are responsible for the community as a whole. Their decisions are final, and they may overrule decisions made lower in the chain of command.
Moderators and administrators will have a Discord role identifying their rank.
Promotions, Demotions & Appointments
Owners and directors may issue promotions and demotions.
Promotions are awarded based on merit.
A member may be demoted for violating community rules, becoming inactive, or not fitting the role.
Only owners may appoint directors.
Directors may appoint a staff member as deputy director with owner approval.
Without owner approval, directors may not promote or demote a member more than one rank above or below themselves.
Asking for a promotion is discouraged and will not improve the likelihood of receiving one.
In-Game Rules
An in-game ban may also result in removal from any or all OFRP platforms when staff determines it is necessary.
You may not use a vest as an excuse to avoid death or respawning during a scene.
All body armor—including super light, light, standard, heavy, and super-heavy armor—is restricted from civilian use.
Pointless roleplay, such as arguing with police without a roleplay reason, and low-effort trolling with no intent to create meaningful roleplay may result in immediate removal from OFRP.
Back-to-back priorities are prohibited. After completing a priority, allow other players an opportunity before claiming another.
Criminal activity within 15 real-world minutes before or after a scheduled server restart is Fail RP. Scheduled restarts are at 1:00 PM and 4:00 AM Eastern.
Do not break character in voice or /me. Use /report, /ooc, or Discord when staff assistance or out-of-character communication is needed.
When your communication devices have been taken, use proximity chat only. Continued use of Discord, TeamSpeak, direct messages, or other communication may be considered Fail RP.
You must stop portraying a sensitive historical character when asked. Continued portrayal may result in a ban.
Rage baiting is prohibited. Do not intentionally provoke, harass, or aggravate players solely to get a reaction or start a fight. Examples include reckless acts solely to attract police, committing a crime only to force a chase or shootout, standing on a vehicle without a roleplay reason, or continuing to antagonize someone after being asked to stop. Interactions must have meaningful roleplay intent.
Roleplay involving nudity or partial nudity is prohibited, except for roleplay inside the Vanilla Unicorn.
Sexist, racist, or homophobic characters are prohibited regardless of roleplay quality. Violations result in a permanent ban without appeal.
OOC chat may not be used to resolve roleplay situations, reveal your location or situation, or threaten reports.
/me and /do may only enhance roleplay. Players may not lie through these commands—for example, denying a robbery when law enforcement checks CCTV.
Use /report only for OFRP rule violations. Misuse may result in discipline under Section 11.
Character names must be reasonable and appropriate. A violating name must be changed, or staff may choose a replacement.
Animal roleplay is prohibited except for law-enforcement K-9 roleplay.
When downed, act injured. A player downed by non-lethal means may speak; a player downed by lethal means may not speak or use a department radio. Do not respawn to dispute a scene—finish the scene, then submit a report or Discord ticket.
When staff resolves a rule violation during a scene, the victim does not automatically begin a new life. Staff normally waits for the roleplay to conclude unless the violation is egregious or the handling administrator directs otherwise.
Emergency vehicles may not be stolen without realistic roleplay. Simply holding up EMS or law enforcement to access a vehicle is not sufficient roleplay.
Stop driving when vehicle damage should realistically disable the vehicle, even if game mechanics do not. This includes major crashes or repeated PIT maneuvers. Vehicles may never be repaired during an active law-enforcement pursuit.
Do not abuse vehicle handling or the VStancer menu to create an unfair advantage, unrealistic appearance, or unrealistic behavior.
Commercial towing is limited to whitelisted businesses and the Department of Transportation.
Roleplay involving fake guns—including airsoft, BB, water, and paintball guns—is prohibited outside an approved area. Beanbag shotguns and Tasers are the only permitted projectile-based non-lethal weapons in this context.
Bomb or explosive roleplay requires prior Board of Directors approval.
Roleplay using dealer or temporary license plates to avoid tickets with unregistered vehicles is prohibited.
Players may not shoot from the driver’s side of a vehicle. Exceptions apply to motorcycles traveling 30 mph or slower and law-enforcement officers in a justified deadly-force situation.
Do not flee on foot, by vehicle, or by helicopter while Peacetime or another player’s Priority is active. To flee during Priority Available, claim the priority with /prio-start. Exceptions require prior staff approval.
Players must create an MP Ped or spawn a custom ped. Roleplaying with the default ped is prohibited.
If logs or GTA mechanics show you were killed, roleplay as dead. Do not respawn while others remain in the scene until someone announces County Coroner or County Medical, or EMS arrives.
Bulletproof tires are prohibited except on armored vehicles such as a BearCat.
Anyone planning to interact with law enforcement must have a character configured in CAD.
Do not leave a scene or the game before a law-enforcement or staff matter concludes. Doing so may be treated as Leaving to Avoid Punishment.
Metagaming is prohibited. Do not use direct messages, Discord voice chat, or other out-of-character information to reveal details a character would not know.
Powergaming—forcing actions or roleplay onto someone who does not want to participate—is prohibited.
Underage roleplay is prohibited without exception.
Members must have a microphone unless they can demonstrate that their microphone is not working and agree to communicate through text chat.
Priorities should last no more than 15 minutes, unless the scene naturally runs longer while concluding.
Exploitation is prohibited. This includes using bugs to duplicate items, unauthorized mods or injectors, map or physics glitches, or manipulating inventory, CAD, animations, or other systems in unintended ways.
Criminal Roleplay
Kidnapping, mugging, robbing, executing, and similar actions require realistic, logical, and high-quality roleplay.
A hostage may not be your friend, gang member, or hostage negotiator. Hostages must be uninvolved players who do not know the plan. Law enforcement does not have to value a hostage deemed fake.
Gang members must dress similarly and use similarly colored vehicles for identification. All gangs must be whitelisted through Civilian Operations.
Gang activity must be as realistic as possible. Gang leaders are responsible for controlling who may carry out killings and other high-level criminal activity.
A criminal priority may involve no more than three players: one using /prio-start and up to two using /prio-join. Whitelisted gang activity may involve up to four. A participant still counts after dying, and group size must remain reasonable for the number of law-enforcement officers online.
A criminal’s goal should be to avoid capture realistically—not to force a shootout. For example, the goal of a bank robbery should be escaping with the money.
You may not use your law-enforcement character while playing as a civilian.
During a vehicle pursuit, you may only enter a pickup vehicle if its driver is already part of the active priority. A genuine, unplanned carjacking is permitted.
Civilians may only flee police for a valid roleplay reason, such as a known felony warrant, involvement in a crime likely to be discovered, or a large quantity of illegal drugs.
After a crime or priority results in death, an arrested participant receives 750 seconds in jail, or a participant who dies is hospitalized for 750 seconds. This is intended to prevent back-to-back priorities within the same scenario.
Law enforcement must uncuff a suspect before assigning jail time. If the suspect runs, do not pursue solely to complete the command; the jail function works regardless of position. Abuse of the jail function may result in a permanent ban and must be reviewed through a Discord ticket.
Hitman roleplay requires prior administrator approval. Staff must give the target reasonable time and awareness during that patrol. Every hit needs a legitimate roleplay reason, must remain balanced, and must improve the experience rather than excuse random killing.
Security & Privacy
Sharing personal information is discouraged and is done at your own risk. OFRP is not responsible for information a member chooses to share.
Recording in a Discord voice channel requires moderator or administrator approval.
Profile Pictures
Discord images may not contain slanderous or offensive material, including content targeting ethnicity, race, or sexual orientation.
Profile pictures may not contain pornography, nudity, partial nudity, or sexual references.
Profile pictures may not show another person without that person’s knowledge and consent.
Members may use their own personal portrait as a profile picture.
Discipline Policy
OFRP moderators and administrators may discipline rule violations as they determine appropriate.
Staff members may refer violations through a Disciplinary Citation.
Owners and directors determine disciplinary actions.
A member who believes a punishment was unfair may open a Discord support ticket for owner review.
Staff may use a Disciplinary Citation to record violations of the Community Rules or a department policy manual.
More than one Disciplinary Citation within seven days results in a suspension of at least four days.
More than two Disciplinary Citations within 30 days results in a suspension of at least two days.
Members may report another member of any rank through a Rules/Policy Violation Report.
The Board of Directors has exclusive authority to end OFRP’s relationship with any member at any time and for any reason, including access to the FiveM server and official Discords.
Amendments
Administration may amend the rules and regulations at any time.
Amendments will be recorded in Section 13.
Significant amendments will be announced in Discord.
